Setting out to maximize county facilities, consolidate functional areas, and create new or expand existing partnerships with healthcare partners in the community, Peoria County issued an RFQ to select a collaborative, Integrated Project Delivery team to brainstorm, design, and then build. Awarded the construction manager contract, RCC was ready to guide the county on the best solution and provide options that would work for all county operations and personnel. RCC and the design team were commissioned with the renovate vs. replace analysis, the preliminary and final programming, the criteria and schematic design, and the design development.
After visiting the existing site and supporting county locations, conducting several meetings, and intently listening to the wants and needs of all involved, the final design and budget were approved. The existing public health building would be demolished, and a new facility erected in its place. It was now time to put shovels in the ground.
The new 50,000 SF, 2-story health and human services facility houses several county services, including the health department, the regional office of education, and the county coroner. The spaces include medical exam rooms, a dental clinic, autopsy rooms, x-ray rooms, a vehicle sally port, office spaces, a community room, and a full-service kitchen.

Our HHS project is the County’s second major project with River City, with them having built a $40+ million skilled nursing facility 15 years ago using the same project delivery method. A lesson learned from the prior project was to allow the construction manager to self-perform where applicable. Both projects were delivered on-time; under budget; with no workplace injuries; and very high praise from the buildings’ occupants.”
